Every RFP tells you its own structure in Section L, and that structure overrides any template including this one. What a template genuinely helps with is not forgetting anything, so this is a checklist you adapt rather than a document you fill in.

Build the compliance matrix first
Before writing a word, go through Section L line by line and put every instruction in a table: the requirement, where you address it, and whether it is done. Page limits, font sizes, file naming, submission method, required forms, all of it.
This is the difference between a proposal that gets evaluated and one that gets eliminated unread. It is not optional and it is not where you save time.
The structure that usually works
An executive summary that says what you will do and why you, not who you are. A technical approach that walks the statement of work in its own order, using its own headings and its own words. A management approach covering staffing, schedule and risk. Past performance with contract numbers and contactable references. Then pricing, in whatever form Section L demands.
Mirroring the government's own headings and vocabulary sounds mechanical and it is the single highest-return habit in proposal writing. An evaluator scoring against a checklist should never have to hunt for your answer.
Write to Section M
Section M lists the evaluation factors and their relative weight. If technical approach is worth more than price, the technical volume gets the work. If past performance is weighted heavily and yours is thin, that is a reason not to bid rather than a section to pad.
